 INVITATION TO BID ON DEVELOPMENT OF QUICK RESPONSE (QR) CODE READER APPLICATION SOFTWARE

THE USAID GHANA SUSTAINABLE FISHERIES MANAGEMENT PROJECT REQUEST FOR THE DEVELOPMENT OF QR CODE READER APPLICATION SOFTWARE

Introduction
The USAID-Ghana Sustainable Fisheries Management Project (SFMP) is a Government’s Global Feed the Future initiative funded by USAID, and implemented by the Coastal Resource Centre of the University of Rhode Island with the Fisheries Commission and a number of implementing partners.

The SFMP supports the government of Ghana’s fisheries development policies and objectives and squarely aims to assist the country to end overfishing and rebuild targeted fish stocks. One of the major contributing factors to the drastic decline in Ghana’s small pelagic stock is overcapacity (too many boats) in the fishing fleet that results in overfishing.

There is an absence of sufficient regulatory enforcement measures to restrict canoe fleet catch and effort to sustainable levels. As a result, the current size of the canoe fleet is more than double the fleet size in 1980 but catch is still less, and falling. The recently updated Vessel Registry System (2018) of the Fisheries Commission shows that the canoe fleet has increased from 12,700 in 2016 to over 14,700 canoes.

To this end, the USAID/SFMP project is supporting the Ministry of Fisheries and Aquaculture Development and the Fisheries Commission (MOFAD/FC) to develop a canoe management system to regulate the number of canoes in the artisanal sector. The initial goal is to ensure all fishermen are registered and provided with QR Code-embedded card. The Ministry also intends to link the canoe authorization ID card to a registry or local database using a mobile phone device.

Scope of Work
1.1. The software developer will work with MOFAD/FC to develop a customised mobile QR Reader Application that will read an already developed QR code that is embedded with data such as canoe IDCanoe NameGear Type, and Unique Code on a card. The QR Code has a security parameter that is unique to each card and the application to be developed must be able to read and to verify the validity of the card and also to be able to search through a local database for regulatory compliance.

1.2. The software developer will be expected to provide general advisory services with regard to this project to the Fisheries Commission, including overall systems design and other security and management protocols.

1.3. Ensure availability to respond to any queries that may arise during the contract period pertaining to the project.

1.4. The software developer must have an agent of the firm able to meet with the Fisheries Commission and SFMP within 24-hour notice to discuss designs and updates or any issues or problems that may arise during the course of this contract.

1.5. The software provider must be able to provide system maintenance for a minimum period of one year after the implementation of the system with no cost to the Fisheries Commission.

Deliverables
The main deliverables of this contract will be the final working application software package, although the proposals should include interim milestones and deliverables.

NoteTechnical proposal must include maximum number of days required to develop the application and a timeline of tasks and delivery of the final application software.

Financial proposal should provide detailed breakdown of costs, including daily rates of personnel and any item to be purchased as part of the proposal.
